  • Contract: Provision of Supported Living Services in Sefton Framework
  • Estimated contract value: >£50m
  • Procuring authority: Sefton Council
  • Sector: Adult Social Care
  • Client: Leading specialist care and support provider
  • Our involvement: Social Value strategy, TOMs solutioning and bid review

The four-year framework was established by Sefton Council to commission supported living services for adults with learning disabilities, autism and mental health needs across the borough. The procurement focused on person-centred, outcome-led support designed to increase independence, choice and community inclusion, with Social Value forming part of the overall evaluation.

Beacon supported the client with the Social Value element of its bid, helping to shape the quantitative TOMs commitments and qualitative responses required through the Social Value Portal. We worked with the bid team to identify credible, contract-specific measures, quantify the proposed Social Value contribution and review and strengthen the client’s draft responses to ensure the final submission was clear, robust and aligned to the evaluation requirements.
