The procurement sought a specialist provider to deliver Emergency Medical Technician and paramedic services across South Western Railway’s network. The requirement combined operational medical support with wider Social Value expectations, using the TOMs framework to assess measurable commitments alongside a detailed delivery approach.
Beacon led the Social Value workstream for the client, developing and quantifying the proposed TOMs commitments, shaping the supporting delivery mechanisms and producing the Social Value Delivery Plan. We also managed the Social Value Portal submission process, ensuring the quantitative measures, evidence and narrative were consistent and correctly reflected in the final submission. The work covered areas including workforce wellbeing and training, fair work, community health interventions, responsible purchasing and environmental activity.
