The framework was established by the London Borough of Waltham Forest to provide cycle training and associated active travel services, including all-ability cycling, cycle maintenance, safer urban driver training, led rides and specialist training. The procurement supports wider objectives around increasing cycling participation, improving accessibility and encouraging more sustainable travel choices.

Beacon supported the client with the Social Value element of its bid, using the TOMs framework to develop commitments that were closely connected to the purpose of the contract. We helped shape and quantify appropriate measures, strengthen the supporting rationale and review the submission to ensure the proposed activities were credible, measurable and clearly linked to community participation, accessibility and wider active travel outcomes
