Birmingham City Council sought a supplier to provide and print identity plates and associated signage for private hire vehicles and hackney carriages under a four-year framework. The contract covered private hire plates, windscreen cards, window flashes and hackney carriage plates, with an emphasis on efficient production and the use of recyclable materials where possible.

Beacon supported the client with the Social Value element of its bid, helping to shape and quantify its commitments through the TOMs framework. We reviewed the proposed measures and supporting narrative, strengthened the delivery approach and helped ensure the final submission was credible, proportionate and aligned to the Council’s evaluation requirements. The client was subsequently awarded the contract.
